What is the purpose of a staffing evaluation?

The purpose of the staffing and personnel evaluation study  Association is to:

  • Exam the existing personnel policy structure, organization, administrative practices and staffing.

  • Evaluate the association’s general compliance with employment regulations, laws and requirements.

  • Evaluate and compare personnel structure to industry personnel standards and practices and similar area associations.

  • Make recommendations on personnel policy, organization, administration and practices. 

How is a staffing evaluation study conducted? 

PPCS has developed a comprehensive personnel structure and staffing audit checklist and related schedules for community associations to gather information as the basis of analysis and reporting.   The steps taken to gather required information will be:

  • Interview the board, a board liaison or personnel committee delegated by the board on existing personnel mission, concerns and goals.

  • Interview the senior staff on existing personnel policy and practices.

  • Review all historical personnel records, job descriptions and instructions used by the staff.

  • Conduct a job validation interview and testing for each employee.

  • Present preliminary findings and draft report for review and discussion with the Association’s  General Manager, Managing Agent’s representative and the Association’s HR attorney.
